William A. Foster, III is an accomplished leader in the field of education and community development, with a career span (40) plus years. He is a graduate of Blackshear H.S. Hearne, Texas Class of 1967.
He has earned a B.S. Degree in Math/Physics/Computer Science, a M.S. Degree in Math/ Guidance, a secondary Mid-Management Certification for Texas superintendent of Schools, and a Ph.D in Public Administration.
He formely served as the Central Area Director for The National Education Associations (NEA) Houston Office for eight (8) years, serving twelve (12) schools in his area.
He organized and was the first President of the Texas Faculty Association at Prairie View A & M University.
He is the Chairman/CEO of the "City and Town Management Services Corporation" A Community Development Enity Certified by the U.S. Department of the Treasury. CTMS owns and manages LawyersAgainstInjustice.com, the National Association Against Bullying and Abuse organization; naaba.us, and Flatrate-Utilities.com. These companies serve citizens in all areas of the country.
He is Board President of the Blakey-Foster Foundation, (a non-profit corporation). A Director of the Prairie View Federal Credit Union Board and Board Director of the SouthEast Texas Biomedical Research Institute, Inc. and he is a United Nations Volunteer.
His professional career started at Philco NASA where he was a junior engineer whose responsibility was communications with the first U.S. Space Lab which was known as SKYLAB. In his role, he was able to save NASA about three Million Dollars ($3,000,000) after four months on the job. His career later took him to the Houston I.S.D. where he was a Math Specialist (City math champions five years in a row) and Football Coach(State champions), supervisor of a group of U of H Student Teachers and Head Golf Coach(District Champions).
He was a Math Instructor at Houston Community College and Prairie View A & M University also assistant football coach. A Consultant with TEBCO Services Inc., Aqua Source, Inc., Jefferson Properties, Inc., WWM Inc. Chairman of the Hearne Citizens Oversight Committee, N.F.L. Agent, General Contractor for OWENS apartments at Prairie View and a candidate for United States House Of Representatives('96 and '98)
